SOLUTION:

Person 1 will die first. Before person 1 triggers the gun, person 2 should walk a step back so that person 1 falls from hill.

Even if person 2 doesn’t walk back and person 1 triggers the gun and hits person 2, person 2 will not immediately die but will fall this way person 1 will again fall down and pass before him.
